qcom: Update gpu firmwares for qcs8300 chipset

Add the gmu and zap firmware and bump the version of a650_sqe.fw file to
support the GPU present in QCS8300 chipset.

qcom/a650_sqe.fw: v1.12
qcom/a623_gmu.bin: v3.06.00
qcom/qcs8300/a623_zap.mbn: v0.12
