defconfigs: Migrate CONFIG_SYS_REDUNDAND_ENVIRONMENT

Browse Source 
Move this symbol to Kconfig.  As part of this we can drop a UBI-specific
symbol that was a stop-gap for not having this particular symbol in
Kconfig.
