Steve Sakoman 0e7b62179f ARMV7: OMAP: Move syslib.c to omap-common since it can be shared by OMAP3 and OMAP4 ...

The functions in syslib.c can be shared, so this patch moves it from
cpu/omap3 to cpu/omap-common
