Masahiro Yamada 56746d8010 microblaze: remove an empty file arch/microblaze/lib/time.c ...

Commit 779bf42c moved timer functions from
arch/microblaze/lib/time.c to arch/microblaze/cpu/timer.c.

But the empty file, arch/microblaze/lib/time.c
has been remaining probably for a human mistake.
