Marek Vasut dfd3dff50a arm: socfpga: Always enable OF_CONTROL and SPL_OF_CONTROL ...

The SoCFPGA probes mostly from OF and the OF is mandatory both in
U-Boot itself and U-Boot SPL. Enable it by default.
