Add .clang-tidy file for level zero and shared tests 

add some extra checks for clang-tidy in tests:
- clang-analyzer-core.StackAddressEscape
- clang-analyzer-core.uninitialized.Assign
- clang-analyzer-core.NonNullParamChecker
- readability-identifier-naming.StructMemberCase
