Simplify Memory Manager API [2/n]

- make AllocationData a protected structure
- use AllocationProperties instead of AllocationFlags
- refactor methods: allocateGraphicsMemory64kb, allocateGraphicsMemoryForSVM
- call AllocateGraphicsMemoryInPreferredPool in AllocateGraphicsMemory
  where there is no host ptr
