Remove device enqueue part 1

Remove:
-tests with matcher for device enqueue
-classes: MockDeviceQueueHw, DeviceQueueHw, SchedulerSimulation,
DeviceQueueHwTest, KernelArgDevQueueTest
-functions: forceDispatchScheduler, processDeviceEnqueue, dispatchScheduler
