Earlier implementation of sysman events API was based on file
creation in the filesystem. Whenever a uevent for some event
which needs to be monitored arrive, at that time a file was
created in the filesystem based on some preinstalled udev rules.
This approach was inefficient as it heavily depends over file
system and second with this approach losing events is always a
possibility.
Now with this change, we are removing our dependency over file
creation in filesystem. Rather we will be using libudev library
to monitor the uevents. This approach could also be extended,
when we want to listen to all the uevents for all the gpu
devices present in the system.

This change makes that drm file is opened in nonblocking mode for prelim
kernels. In such case when calling exec buffer ioctl and get
EAGAIN (aka EWOULDBLOCK) we may return error to API level

This extension allows pairing two buffer objects so they can be
exported using a single dma-buf handle. When imported, a single
buffer object is created with a total size of the two buffer
objects.

When header is included for the first time in translation unit,
then preprocessor simply copy-pastes its content. If we define a
constant in a header file and this constant has internal linkage
then each and every translation unit, which includes this header
will have its own copy of this constant.
C++17 introduces inline variables, which are meant to allow creation
of variables in header files, which do not cause multiple instances.
The inline variable has a single instance when:
- constexpr is used without static (constexpr implicitly implies inline)
- inline is used without static
- inline const is used without static (const does not imply internal linkage
when used with inline)
