This patch will eventaully allow matching UUIDs queried
from NEO with UUIDs queried from other GPU APIs implementations
for Intel GPUs

This fixes several bugs in previous (reverted) implementation.

This change replaces unneeded copying of std::vectors
with usage of const references. Furthermore, it adds
reserve() call before filling the container via push_back().

Previously we used an array-of-pointers approach, but using an
array-of-structures is in some ways simpler.
We also split out the RTStack as a separate allocation.

This commit adds support for ZEX_NUMBER_OF_CCS flag which can be used
for limiting number of CCS engines
Format is as follows:
ZEX_NUMBER_OF_CCS=RootDeviceIndex:NumberOfCCS;RootDeviceIndex:NumberOfCCS...
i.e. setting Root Device Index 0 to 4 CCS, and Root Device Index 1 To 1 CCS

Define single .clang-tidy configuration with all used checks and use
NOLINT to selectively silence tool. That way cleanup should be easier.
third_part/ has its own configuration that disables clang-tidy for this
folder.

When using implicit scaling, device allocations may have
more than one internal allocation created internally. In that case,
a separate dma-buf handle per internal allocation needs to be
exported.
So introduced two driver experimental extensions to export and
import more than one IPC handle:
- zexMemGetIpcHandles
- zexMemOpenIpcHandles
