Andrzej Koska d0871e0e37 fix: Fix copying with blitter

Thanks to this change we avoid programming y1 offset for 2D surface
above the maximum allowable value, i.e. 16 kb for blitter for BMG

Mateusz Jablonski ab265bca93 fix blitter programming for media compression on xe hpg platforms 
- when destination surface is media compressed then disable compression bit
- rename command field CompressionType->ControlSurfaceType
- program this field only on Xe Hpg platforms
