Certain platforms might not require prefetcher to
be disabled in direct submission. This change
provides a way to control that behaviour.

This commit adds support for ZEX_NUMBER_OF_CCS flag which can be used
for limiting number of CCS engines
Format is as follows:

Change modifies the encoding entry in fatbinary for platforms.
If numbering in -device is used, the value PRODUCT_CONFIG will be encoded.
The functionality that returns the correct product config values has
also been added.
