Wenju He c0f30bece4 refactor: remove redundant allocateBindlessSlot from Image getDeviceOffset

Bindless slot is already allocated in image initialize function.

He, Wenju 798c068ed1 feature: copy surface state to ssh in bindless image initialization 
The surface state needs to be copied to global ssh either during image
initialization for sycl bindless image that could be passed to kernel
through memory.
Privously the copy is done in KernelImp::setArgImage. However, the
function won't be called for sycl bindless image.

bindless slot 2: redescribed image

Redescribed image moved one slot higher.
Separate allocation is created for new bindless slot.

Jaroslaw Chodor 023fe38448 fix: Use correct dimensions for UV plane 
For image view mapped directly to UV plane,
the dimensions should 2 times smaller than
dimensions of the source image.
(1 raw UV pair maps to 2x2 block of original image)

Neil R Spruit ded9d7bff2 feature: Get Peer Allocation with specified base Pointer 
Related-To: LOCI-4176

- Given a Base Pointer passed into Get Peer Allocation, then the base
pointer is used in the map of the new allocation to the virtual memory.
- Enables users to use the same pointer for all devices in Peer To Peer.
- Currently unsupported on reserved memory due to mapped and exec
resiedency of Virtual addresses.

Kamil Kopryk 6993ed5c52 Reduce binaries sizes 2/n 
Observed about 50MB reduction in overall binaries size (directory build))
when building all targets
with MSVC (Visual Studio 2022 17.3.0 preview 6)
using Debug 64 configuration.
