Kacper Nowak 999ec9b2ca refactor: Unify logic for getting atomic FP caps 1/n 
- Separate logic for fp16/32/46 caps.
- Add aggregated constexprs for local & global caps of given type
- Pass arguments by reference
- Add hwInfo as argument for future refactors
- Add static_asserts in L0 to ensure there is no mismatch between
internal/external caps

Dominik Dabek 39cf653959 performance(ocl): cmd buffer prealloc per cmdqueue 
Add mechanism to preallocate cmd buffer allocations in command stream
receiver reusable allocations list per command queue initialized.

This should limit additional allocations during hot loop.

Needs to be enabled in subsequent commits by setting product helper
method.

Daria Hinz c3f4074f0a fix: Unification of aot config with hw ip version 
In the case of mtl+ platforms, the returned config value
should equal the hardware ip version value.
This change fixes situations where some config has not been
added and in this case we returned an unknown value.
