Vysochyn, Illia c05ac6ff70 refactor: Rename enumerators to common naming 
Renames SHARED_LOCAL_MEMORY_SIZE_ENCODES and PREFERRED_SLM_ALLOCATION_SIZE
enumerators' members to follow the specification.
