- unit tests are using mocked version of createAubManager
- dynamic library, aub and tbx tests are using functional
version using aub_stream

- aub_tests started with "--tbx" option connects to TBX server
- CSR is created in dual mode: TBX + AUB to dump aub file
- with this enhancement it is possible to debug aub tests live

- code is included when source level debugger header exists,
otherwise implementation is exluded from build
- unit tests do not load real dynamic library,
instead test version (DebbugerLibrary) of OsLibrary is used.

igdrcl_mocks should be single source for any Neo mock. Because this is
static library, only required compilation uint will be included in
resulting binary

Linking is required for igdrcl_dll target only. Not needed for static
library. This reduces scope of targets where library is required.
