pcre: remove unnecessary dependency on C++ lib 

Add libpcrecpp to PKG_CONFIG_DEPENDS to properly trigger
reconfiguration, avoiding unnecessary dependency.

This reverts commit 17090fecf1.
This reverts commit ec138f51ab.
