pip-requirements.txt: Add python pip requirements file https://bugzilla.tianocore.org/show_bug.cgi?id=2315 Add pip requirements file that is used to install the python pip modules build from the edk2-pytool-library and edk2-pytool-extensions repositories. pip-requirements.txt: Bump versions of several packages and fix URL edk2-basetools was depending on old versions of several packages. That was fixed in version 0.1.53. Update pip-requirements.txt to use that version, and bump the versions and dependency expressions of other packages to use or allow use of newer versions. pip-requirements.txt: Restrict antlr4-python3-runtime to 4.9 The ATN is serialized in different formats between antlr4-python3-runtime 4.9 and 4.10, meaning the latter can't deserialize data from the former. See https://github.com/antlr/antlr4/issues/4568. Until the file is updated and antlr-python3-runtime 4.10 or newer is required, restrict us to using version 4.9. This updates the modules to latest. `edk2-pytool-library` changes: https://github.com/tianocore/edk2-pytool-library/compare/v0.21.9...v0.23.0 `edk2-pytool-extensions` changes: https://github.com/tianocore/edk2-pytool-extensions/compare/v0.27.10...v0.29.0 In these releases, Python 3.10 is a Minimum Supported Version while 3.11, 3.12, and 3.13 are official versions.
