removed gEdkiiPeiMpServices2PpiGuid from UefiCpuPkg.dec
which causes build breaks if an INF [Ppis] section
lists gEdkiiPeiMpServices2PpiGuid. There is no method
for a DEC file for conditionally declare a PPI.
In order to support the migration from use of
gEdkiiPeiMpServices2PpiGuid to the preferred use of the
gPeiMpServices2Ppi, update MpServices2.h in MdePkg
to define EDKII_PEI_MP_SERVICES2_PPI_GUID and
EDKII_PEI_MP_SERVICES2_PPI.
All references to the EDK II PEI MP Services 2 PPI can be
removed after all downstream consumers have had a chance
to perform the migration.

Add Null libs for Stack Check and Stack Check Failure Hook Lib that
allow a platform to opt out of stack checks and the stack check failure
hook lib.
StackCheckLib allows implementation (or in this case null implementation)
of stack checks on binaries. There is a Host Application specific version
of this null lib because MSVC host applications must not be linked against
our lib (so the file here is a no-op but that doesn't cause the build
system to fail the build for not building a file for MSVC) as it links
against the MSVC C runtime lib that provides the stack cookie definitions.
GCC host applications do not link against such a C runtime lib and must
be linked against our version.
StackCheckFailureHookLib lets a platform do custom functionality when a
stack check failure occurs (such as log it to a platform defined
mechanism). The null lib simply returns.

Adds a PrEval entry to the package's ci.yaml file which is used to
verify if the package uses a particular library instance when that
library instance file (INF) is updated.
When a library instance file (INF) is updated, PrEval will review each
package's DSC as described in the ci.yaml file to determine if the
package uses said library instance. If the package does use the library
instance, it will be built and tested to ensure the package is not
broken from the change.

Adds an SMM SMRAM save-state map for AMD processors.
SMRAM save state maps for the AMD processor family are now supported.
Save state map structure is added based on
AMD64 Architecture Programmer's Manual, Volume 2, Section 10.2.
The AMD legacy save state map for 32-bit architecture is defined.
The AMD64 save state map for 64-bit architecture is defined.
Also added Amd/SmramSaveStateMap.h to IgnoreFiles of EccCheck,
because structures defined in this file are derived from
Intel/SmramSaveStateMap.h.
