PcdRealTimeClockUpdateTimeout is now defined in MdeModulePkg.dec. This is the only reason that causes PcAtChipsetPkg depends on MdeModulePkg. Move the PCD from MdeModulePkg.dec to PcAtChipsetPkg.dec removes such dependency.
