Test buildFatBinaryForTarget()
This change contains ULTs for buildFatBinaryForTarget(). They are intented to cover untested code. Moreover, the function signature has been changed to avoid copying of std::vector of arguments. Signed-off-by: Patryk Wrobel <patryk.wrobel@intel.com>
