test: Remove resetCommandStreamReceiver from tests
Changed the implementation to use EnvironmentWithCsrWrapper with setUpT instead of resetCommandStreamReceiver. Changed related tests to templated tests. Related-To: NEO-3927 Signed-off-by: Kindracki, Jakub Tomasz <jakub.tomasz.kindracki@intel.com>
