fix: tbx page fault manager hang issue
- Updated `isAllocTbxFaultable` to exclude `gpuTimestampDeviceBuffer` from being faultable. - Replaced `SpinLock` with `RecursiveSpinLock` in `CpuPageFaultManager` and `TbxPageFaultManager` to allow recursive locking. - Added unit tests to verify the correct handling of `gpuTimestampDeviceBuffer` in `TbxCommandStreamTests`.
