Remove duplicate enums in SAMPLER_STATE command

Remove:
- tagTCZ_ADDRESS_CONTROL_MODE
- tagTCY_ADDRESS_CONTROL_MODE
- tagTCX_ADDRESS_CONTROL_MODE
Replace:
- tagTEXTURE_COORDINATE_MODE
