performance: program pat index on mtl linux

Browse Source 
Enable programming pat indexes on mtl linux for device buffers.

Change DrmMemoryManager::allocateMemoryByKMD to use gemCreateExt.

Changes currently disabled, can be enabled with flag
DisableGemCreateExtSetPat=0
