Inheriting from NonCopyableOrMovableClass or NonCopyableClass
does not prevent derived classes from accidentally defining
their own copy or move constructors, violating the intended design.
This commit introduces two concepts:
- NonCopyableOrMovable
- NonCopyable
Using static asserts with these concepts will guarantee the intended
copy and move limitations.

Make bindless heaps resident right after heap allocation.
Motivation is that SYCL bindless image can be passed as a value argument
or through memory. Therefore, we're not able to make its bindless heap
resident during kernel initialization or setting kernel arguments.
This fixes SYCL bindless image read_write_*D.cpp tests on DG2.

Instead of storing AIL configurations in global table, store it
in root device environment.
This also prevents potential scenario with accessing deleted memory due
to symbol collision when application uses both OCL/L0 libraries.
- AIL is now stored in root device environment, and gets initialized
with other helpers
- Minor: corrected naming in ULTs

- Added HwInfoConfig getter in RootDeviceEnvironment,
which temporarily takes HwInfoConfig from the global array
- use HwInfoConfig from RootDeviceEnvironment to
call ConfigureHardwareCustom function
- Added getHwInfoConfig in DeviceFixture
- ConfigureHardwareCustom function and few others changed to const

This commit adds support for ZEX_NUMBER_OF_CCS flag which can be used
for limiting number of CCS engines
Format is as follows:
ZEX_NUMBER_OF_CCS=RootDeviceIndex:NumberOfCCS;RootDeviceIndex:NumberOfCCS...
i.e. setting Root Device Index 0 to 4 CCS, and Root Device Index 1 To 1 CCS
ZEX_NUMBER_OF_CCS=0:4,1:1
