Host usm and device usm for igfx checks system memory usage.
Device usm for dgfx checks local memory usage.
If used memory is above limit threshold:
- no new allocations will be saved for reuse
- cleaner will use shorter hold time of 2 seconds
- cleaner will free all eligible allocations, regardless of async
deleter thread having work
Motivation: in case of gfx memory being full, making resident new
allocations will require evictions which leads to massive slowdown on
enqueue calls.
This change aims to minimize cases where extra memory usage from usm
reuse mechanism leads to above situation.

When EnableGlobalTimestampViaSubmission is set then
zeDeviceGetGlobalTimestamp uses immediate cmd submission
method to get GPU time.

Initialize SIP kernel when shared device is being initialized
instead of api-specific device.
Initialize debugger when shared device is being initialized
instead of during platform or driver initialization.
Add missing makeResident calls for SIP kernel in heapless paths.

Add support for configuring ccs mode for all applicable devices
before KMD is loaded.
Use ZEX_NUMBER_OF_CCS to configure ccs mode.
Format is as follows:
ZEX_NUMBER_OF_CCS=NumberOfCcs i,e Setting ZEX_NUMBER_OF_CCS
to 4 sets ccs mode to 4 for all devices for which configuration
is supported.

- Initialize AIL helper in runtime (linux/windows/AUB path).
- Return false if AIL configuration initialization is called with empty
AIL helper (is nullptr).
- Skip mentioned condition if AIL is disabled via EnableAIL debug key.

Instead of storing AIL configurations in global table, store it
in root device environment.
This also prevents potential scenario with accessing deleted memory due
to symbol collision when application uses both OCL/L0 libraries.
- AIL is now stored in root device environment, and gets initialized
with other helpers
- Minor: corrected naming in ULTs

Added getDefaultDeviceHierarchy call that describes default device
hierarchy for a gfx core. Refactored L0 and OCL paths to use this
value by default and override this value when user sets
ZE_FLAT_DEVICE_HIERARCHY environment variable or
ReturnSubDevicesAsApiDevices debug key.
Updated ReturnSubDevicesAsApiDevices to force COMPOSITE device hierarchy
when set to 0.

- When communicating with the Metrics Libraries, if one is using a
specific sub device, then the correct physical sub device index and
number of sub devices must be used.
- When Affinity Mask is set, this hierarchy information is lost,
therefore the sub device hierarchy data is stored in a map to each
"device" to be returned to the user allowing for the correct sub device
information to be passed to the metrics library.
