With this change we are adding support for initializing
Sysman and also providing support to get Sysman driver
handles and device handles.

Previous design allowed driver version to be no greater than 16-bit.
New design allows driver version to use (almost) whole 32-bit size limit.

This change:
- prevents writing memory out of the range of the destination buffer
- prevents calling strlen() with non-null terminated c-string
- corrects the logic, which validates passed range to proceed
when real length fits the destination buffer
