b7cedb99a4 fix: move gtpin initialization to first zeDriverGet call 
Currently gtpin is intialized during zeInit call. However, it is not
correct as gtpin is calling other L0 API functions, like zeDriverGet
which should not be called until zeInit function finishes.

With this commit gtpin initialization is performed during first
zeDriverGet function call. In case of initialization failure
ZE_RESULT_ERROR_DEPENDENCY_UNAVAILABLE will be returned every
zeDriverGet call.

4c3a0d8344 fix: add missing sba capture when debug enabled 
- In global bindless mode SBA may be programmed for scratch allocation,
missing sba capturing caused issues for kernels with scratch.
- this fix adds SBA capturing after SBA command

8ea7751381 refactor(sysman): Remove Pmt tile aggregator from Sysman Modules 
- The PMT tile aggregator used by the frequency and power modules has
been replaced with the wrapper functions which calls the functions from
the Pmt Util class.
- The earlier Pmt Tile aggregator implementation has been removed from
the PMT specific files.
