This forces clCompile outputs (clLink inputs) to use llvm bc format

When relocation points to symbol that is not defined within module mark
it as optional. When symbol is available at dynamic linking time then
info from the function is retrieved but when the symbol is not available
then ignore the dependency.
Any unresolved symbol needed for module linking is already handled
in a separate place.

Environment flags set in

Replaced manual environment setup and cleanup with RAII-based
MockEnvironBackup in tests that check IGC_* variables. This ensures
proper isolation, automatic restoration, and prevents side effects
between tests when IGC environment variables are present.

Build with only LNL enabled failed
due to unused static variable.
Variable is still used when other platforms
are enabled, so ``[[maybe_unused]]`` was added
to allow LNL-only builds to succeed.

Functions: fileExists and loadDataToFile
use IO functions from namespace IoFunctions
Now tests that use these functions
are mocked by default,
but some still require access to real files
and have been restored the ability to read files.
They will be mocked in next PRs.
