Re-use the implementation of ZE_STRUCTURE_TYPE_EXTERNAL_MEMORY_IMPORT_FD.
With this PR and https://github.com/oneapi-src/unified-runtime/pull/1696,
Three sub-tests in SYCL bindless image vulkan_interop/sampled_images.cpp
are passing on DG2 linux.
Also enable OPAQUE_FD for EXTERNAL_MEMORY_EXPORT_DESC.

The surface state needs to be copied to global ssh either during image
initialization for sycl bindless image that could be passed to kernel
through memory.
Privously the copy is done in KernelImp::setArgImage. However, the
function won't be called for sycl bindless image.

For image view mapped directly to UV plane,
the dimensions should 2 times smaller than
dimensions of the source image.
(1 raw UV pair maps to 2x2 block of original image)

- Given a Base Pointer passed into Get Peer Allocation, then the base
pointer is used in the map of the new allocation to the virtual memory.
- Enables users to use the same pointer for all devices in Peer To Peer.
- Currently unsupported on reserved memory due to mapped and exec
resiedency of Virtual addresses.

Observed about 50MB reduction in overall binaries size (directory build))
when building all targets
with MSVC (Visual Studio 2022 17.3.0 preview 6)
using Debug 64 configuration.

When importFromNTHandle is called we need to refresh imgInfo data
that contains e.g. offset for UV plane.
