22f9893495 Add debug flag to override device enqueue support 
Enabling the new debug flag will disable support of device enqueue feature.

fe3d0a567f Refactor OCL api tests 
use testedClDevice instead of devices[testedRootDeviceIndex]
pass only tested device to build program
add member ApiFixture::pDevice
