a16d8f7b88 refactor: change direct submission interfaces to accept monitor fence 
- unify Linux and Windows default settings
- unify override default code
- correct size estimation when fence is required
- call virtual function once for both estimation and dispatch

411ed1c643 feat: direct submission variable timeout 
Add mechanism to increase direct submission timeout up to a maximum
value when no new submissions were made since last sleep.

This should help in workloads that have delays between iterations larger
than current direct submission controller timeout.
