acc5e87b40 Change CL_MEM_USE_HOST_PTR buffer allocation scheme. 
- Choose BUFFER type if local memory is present.
- add CL_MEM_FORCE_SHARED_PHYSICAL_MEMORY_INTEL for allocations that
require host pointer storage.
