Functions: fileExists and loadDataToFile
use IO functions from namespace IoFunctions
Now tests that use these functions
are mocked by default,
but some still require access to real files
and have been restored the ability to read files.
They will be mocked in next PRs.

Previously i915 was using a sysfs node to query the amount of local
memory of a tile. For xe such sysfs node does not exist so the function
was useless.
Instead of a sysfs node, leverage the local memory size present in
MemoryInfo (queried at init-stage) so that the output is now the same
for both i915 and xe.

i915 has provided the low latency hint interface, it helps
improve the performance for light workload a lot.

Changed format for address printing from %lx to %llx for
fprintf introduced in drm_neo.cpp, and then use
IoctlFunctions::fprintf instead of std::printf to avoid
errors on gcc.
Changed formate for address printing from %lx to %llx for
snprintf introduced in drm_test.cpp, and then type casted
to long long unsigned int explictly to avoid errors.

Modified default values for disableScratch and gpuPageFault
to true and 10 respectively in drm_neo.cpp, in order to
disable scratch pages by default.
Modified to set gpuPageFault to 0 as a default value when
scratch page is not disabled.

Modifed getResetStatus to abort only when scratch page is disabled
Removed an incorrect UNRECOVERABLE_IF statement based on the status:
validPageFault can be true when banned flag is not set, if CAT error
does not occur as a result of page fault.
