- Choose BUFFER type if local memory is present.
- add CL_MEM_FORCE_SHARED_PHYSICAL_MEMORY_INTEL for allocations that
require host pointer storage.

- use AllocationProperties instead of AllocationFlags
- refactor methods: allocateGraphicsMemory64kb, allocateGraphicsMemoryForSVM
- call AllocateGraphicsMemoryInPreferredPool in AllocateGraphicsMemory
where there is no host ptr

pass struct with properties to allocate graphics memory methods:
for protected methods use AllocationData
for public methods use AllocationProperties

- Also refactor debug manager tests , they now check for default value
in igdrcl.config file
- There is no need to write dedicated tests now , so I remove them.
