c28f0c72ea test: fix cleanup order in ULTs 
- program using device must be released before device is destroyed.
Reset program unique_ptr in fixtures before device fixture tearDown()
- reorder fixtures members to ensure correct order of destructors

547d1c37b3 Feature(OCL) Use tag nodes for root device synchronization 
With this commit events created on multi root device contexts will
synchronize using signaled TagNodes instead of using taskCounts.

a2386ad216 Correct programming of implicit args on pre-XeHp platforms 
On pre-XeHp platforms implicit args aren't at the beginning of indirect data,
GPU address of implicit args buffer is programmed within cross thread data
