- remove defines
- always go for 64 bit addresses, ( all our GPU VA addressees are 64 bit )

checks the address + size of buffer object to determine
whether the object is located within 32bit address space
boundary.

- remove unused MemoryManagementFixture.
MemoryLeaks are tracked using MemoryLeakListener no need to duplicate
with Fixure.
MMF should be used when you need to inject memory allocation failure

- read only memory cannot be used for allocation,
Oses cannot create graphics alocation for such memory
- if memory allocation fails for host_ptr passed
to enqueueWrite calls, then try doing new allocation
and copy host_ptr on cpu
