4e1d96f7c3 Modify creation of queues per ordinals in level-zero 
In a multi-subDevice device:
- If creating the queue with the parent device handle:
  - Use subDevice0 engines.
- If creating the queue with one of the subDevice handles:
  - Use that subDevice engines

In a device without subDevices:
- No changes. All engines of device are used.

2dbffe8b64 Allow zeEventPoolCreate with no device 
We use the first device associated with the driver when no device
is explicitly provided.

Event pools are no longer created via a device method.
