This allows for invoking IGC as OCL C translator in OCLOC paths

Accepted debug env :
NEO_OCLOC_UseIgcAsFcl=1 ; forces IGC
NEO_OCLOC_UseIgcAsFcl=2 ; forces FCL
NEO_OCLOC_UseIgcAsFcl=0 ; use defaults
