Michal Mrozek 3b2bffc239 [3/n] Refactor CPU transfers. 
- split functions to allowed and preferred versions
- isReadWriteOnCpuAllowed tells if it is possible to do transfer on CPU
- isReadWriteOnCpuPreffered tells about performance preference of doing it
