With this change, init for sysman Power/Performance API would not be done during zeInit. init and thereby Power/Performance API handle creation would be done only when user explicitly requests to enumerate handles using zesDeviceEnumPowerDomains/zesDeviceEnumPerformanceFactorDomains.
