c25b20c0f6 [mlir] NFC: Rename LoopOps dialect to SCF (Structured Control Flow)
This dialect contains various structured control flow operaitons, not only
loops, reflect this in the name. Drop the Ops suffix for consistency with other
dialects.

Note that this only moves the files and changes the C++ namespace from 'loop'
to 'scf'. The visible IR prefix remains the same and will be updated
separately. The conversions will also be updated separately.

c2d03e4ef1 [MLIR] Change return type of ParallelOp::getInductionVars to ValueRange.
The current return type sometimes leads to code like
to_vector<2>(ValueRange(loop.getInductionIvs())). It would be nice to
shorten it. Users who need access to Block::BlockArgListType (if there
are any), can always call getBody()->getArguments(); if needed.

Also remove getNumInductionVars(), since there is getNumLoops().

46bb6613a3 [mlir][GPU] Use StructAttr to drive lowering from loop.parallel to
gpu.launch

Current implementation of lowering from loop.parallel to gpu.launch
uses a DictionaryAttr to specify the mapping. Moving this attribute to
be auto-generated from specification as a StructAttr. This simplifies
a lot the logic of looking up and creating this attribute.

7a7eacc797 [MLIR][GPU] Implement a simple greedy loop mapper.
Summary:
The mapper assigns annotations to loop.parallel operations that
are compatible with the loop to gpu mapping pass. The outermost
loop uses the grid dimensions, followed by block dimensions. All
remaining loops are mapped to sequential loops.
