Haocong Lu 37cf1fc62c [mlir][vector] Fix missed return in ExtractStridedSliceOp::fold (#165669 )

Fix missed `return` when folding splat ConstantOp, it could work well
probably because of good compatibility of
`foldExtractStridedSliceNonSplatConstant`.
