Raphael Isemann c2dd84e396 [lldb][NFC] Remove CompilerDeclContext::IsClang
This method is only used in ClangASTContext.

Also removes the includes we only needed for the ClangASTContext RTTI check
in the CompilerDecl[Context].cpp files.
