Update clang-tools-extra, clang/tools, clang/unittests to migrate from `SourceManager::getBuffer`, which returns an always dereferenceable `MemoryBuffer*`, to `getBufferOrNone` or `getBufferOrFake`, both of which return a `MemoryBufferRef`, depending on whether the call site was checking for validity of the buffer.
