Jonas Devlieghere f893d5bf0f [FileSpecList] Add EmplaceBack method (NFC) ...

Instead of having to write FileSpecList::Append(FileSpec(args)) you can
now call FileSpecList::EmplaceBack(args), similar to
std::vector<>::emplace_back.
