arm: socfpga: Convert Altera DDR SDRAM driver to use Kconfig

Browse Source 
Convert Altera DDR SDRAM driver to use Kconfig method.
Enable ALTERA_SDRAM by default if it is on Gen5 target.
Arria 10 will have different driver.
