Jack Myers 0e25970853 fix: re-add switch case for once writable query 
A change related to the tbx fault manager
incorrectly removed a switch case from
`AubHelper::isOneTimeAubWritableAllocationType`.

This fixes that and refactors some APIs to prevent
similar mistakes from happening again by cleaning
up logic.

Addresses show stopper for pre-si pytorch workflows.

Jack Myers c26d24e555 fix: tbx page fault manager hang issue 
- Updated `isAllocTbxFaultable` to exclude `gpuTimestampDeviceBuffer` from being
faultable.
- Replaced `SpinLock` with `RecursiveSpinLock` in `CpuPageFaultManager` and
`TbxPageFaultManager` to allow recursive locking.
- Added unit tests to verify the correct handling of `gpuTimestampDeviceBuffer`
in `TbxCommandStreamTests`.

Jack Myers 7d4e70a25b fix: tbx page fault manager hang issue 
- Updated `isAllocTbxFaultable` to exclude `gpuTimestampDeviceBuffer` from being

Slawomir Milczarek 6d15c248ec feature: Add regkey to control AUB/TBX writable for buffer host memory 
The new regkey SetBufferHostMemoryAlwaysAubWritable=0/1 allows controlling
if buffer host memory allocation is one-time AUB / TBX writable.

Patryk Wrobel 90ba50bf52 Warn when RAII lock returned from function is discarded 
Discarding RAII lock returned from function almost always
is a bug. This change introduces usage of [[no_discard]]
attribute from C++17 to prevent such misues.
