checks the address + size of buffer object to determine
whether the object is located within 32bit address space
boundary.

- Residency is being controlled by Graphics Allocation.
- Duplicates are now eliminated only for shared resources.

When different graphics allocations are created from
the same backing storage makeResident should be called only once.

- read only memory cannot be used for allocation,
Oses cannot create graphics alocation for such memory
- if memory allocation fails for host_ptr passed
to enqueueWrite calls, then try doing new allocation
and copy host_ptr on cpu
